Code indicating that the salary range for a PSS title differs from the usual determination of rates associated with a title.

Code Interpretation:

'E'        - Staff titles with an even number of rates
'W'       - Staff titles with whole steps - number of whole steps equals number of pay intervals
blank    - Staff titles with an odd number of rates, or title where staff step/scale exception flag is not applicable 
              (such as a merit-based title - steps do not apply)
