DL Design Considerations -Localization of Information
The amount of institution-specific information that the publisher must keep should be minimized, as well as the amount of publisher-specific information that the institution must keep.
The content provider must be provided with enough information to deliver a baseline level of service in a degraded condition where attribute (authorization) services are not available.
Only the licensing institution (university, college, campus, etc.) can determine the eligibility of each of its members to use each licensed publication and the assignment of attributes based upon the license terms.
