February 19, 2009

Dear Colleagues,

I want to take the opportunity to recognize the good work you have been performing and congratulate you for your part in the many successes our department has had since the beginning of the year. Here are just a few of the many items we've accomplished:

  • While the restructuring has been in the forefront through most of the year, it has not been our only accomplishment.  Here are just a few of your many achievements for the year:
  • Agreement with AFSCME on a five-year labor contract for the University's more than 8,000 service workers, including agreement to restart of contributions to the UC Retirement Plan (UCRP)
  • Tentative agreement with California Nurses Association on a contract for the University's more than 10,000 nurses
  • Regents' approval of the April, 2010 restart of contributions to UCRP
  • Regents' approval of six Senior Management Group policies as part of a long-term project on SMG policies
  • Annual Open Enrollment receiving more than 100,000 inquiries resulting in 34,748 enrollment transactions
  • Annual mailing of more than 100,000 Retirement Update and Readiness Guides to UC employees participating in UCRP and the Retirement Savings Program

I want to highlight these projects for several reasons. First, all of these projects involved a number of people from throughout our organization and in every unit. Second, we achieved significant accomplishments even as we continued the challenging work of restructuring our department, demonstrating your ability to remain focused on our mission even in turmoil. Third, we are beginning to see how our new organization can help us work better. The fact that Labor Relations and Policy and Program Design are now integrated in the Employee Relations, Programs, Polices and Services unit was a significant factor in our ability to include the restart of contributions to UCRP in the AFSCME contract. This close working relationship will remain vital to our future success. I am also encouraged by our willingness to step in and help colleagues, irrespective of organization boundaries, when we have the skills to help and when we respect the ever-changing priorities that the HR function faces.

So once again, I want to thank you and congratulate you for your excellent work during the past few months.

I also want to encourage you to look forward and embrace the new challenges and opportunities that are ahead of us. In difficult financial times HR has a key role to play, just as when times are good. New initiatives associated with retirement benefits, total compensation, cost saving efficiencies, and collective bargaining are just illustrations of the many projects that lie ahead.

As we begin to settle into our new organization, the leadership team continues to tackle the grey areas where the various units' work converges. I believe you will find a number of these issues are beginning to be resolved, but I expect it will take some time before they are all settled. Obviously important to a satisfactory outcome is the appointment of the new Vice President of Human Resources. Interviews are in process and should come to a conclusion during the next few weeks.

We continue to have a few job openings, including the following:

  • Coordinator - Analytical and Professional Support (MSP I) position in the Immediate Office of the Vice President-Human Resources. The position closes March 5
  • Executive Compensation Coordinator position (PSS 2), serving as administrative support for Dennis Larsen, Executive Director of Executive Compensation and Performance Management. It closes February 24.
  • Accountant I and Accountant IV in Financial Management and Reporting. These positions will be posted soon.
