Information about Proposed Redesign of Human Resources and Benefits

        Dear HR&B Colleagues:

First, thank you all for your attendance at our meetings in the last few weeks. I was particularly happy to see many of you at the brown bag judy boyettemeeting I attended, and as always, I came away impressed by the breadth of questions and feedback I received. We will post new Q&As to reflect those questions and comments shortly. I'm writing to you today to share some news with you regarding job postings.

First, local OP HR is moving forward with its affiliation and integration with UCSF. When we are prepared to post the new positions for UCSF to provide HR services to UCOP, these positions will be open to all employees of Human Resources and Benefits at UCOP and all UCSF HR department employees. We'll be sure to notify you when those new positions are posted.

We recently received the determination from our external classification reviewer on the slotting of the HR unit leader positions. According to their findings, the positions of unit leaders for the Employee Relations Programs, Policies and Services unit and the Quality Assurance and Compliance unit require posting as the duties and responsibilities are substantially different from any current positions in our department. These two positions have now been posted to UCOP HR's on-line system, CATS. In order to get a broad and diverse pool of applicants, these positions have been opened for systemwide recruitment, and the postings will be live for three weeks. The unit leader position for the Strategic Resources unit will be posted closer to the implementation of the unit, which we hope will occur sometime in fiscal year 09-10.

The assessment by the outside reviewer of the position of unit leader for the Senior Leadership Resources unit is that the responsibilities are substantially the same as the current position of Executive Director—Senior Management Group Compensation. We have received legal advice that in circumstances such as are involved in this particular job, we need to provide 30 days notice of the reassignment of the job to any affected individual. Therefore, we hope to be able to announce the decision regarding that position by the beginning of August.

This month we hope to share the majority of the job descriptions for our department with you and expect to start posting some of the positions in each unit as soon as the new unit leaders are selected, which we hope will occur in early August. The hiring process for these positions will be phased, starting with the highest ranked positions and moving down through the organization.
