David M. Birnbaum

Chief Deputy General Counsel

David Birnbaum has served as a University Counsel in the University of California's Office of the General Counsel since 1983. Prior to joining the office, he served in the Civil Rights Division of the Department of Justice in Washington D.C., and worked in Los Angeles with the law firm of Gibson, Dunn & Crutcher.

Mr. Birnbaum leads the office's educational affairs group and practices in such areas as academic and staff personnel matters (including grievances, discipline and termination), student discipline, and First Amendment and due process issues. Mr. Birnbaum is a graduate of the University of California, Santa Cruz (A.B. 1972) and the University of California, Berkeley (Boalt Hall) (J.D. 1976).
