COMPARISON OF PREQUALIFICATION QUESTIONNAIRE ALTERNATES
ALTERNATE 1: POINT SYSTEM
Advantages Disadvantages
  1. Point system has been previously used by the University.

  2. Questionnaire can be made simple by limiting it to five topics.

  3. The Facilities have used each of the categories.

  4. Some items are automatic disqualifiers.
  1. The highest-scoring bidders have no preference over the bidders who meet the minimum score.

  2. The preestablished minimum point total for passing is difficult to set. A low point total will allow most bidders to prequalify; a high point total might not allow any bidder to prequalify.

  3. The format is revised for every project; this requires additional drafting and review.

  4. The points allocated for each topic must be weighed against the total number of points to indicate which topics the Facility deems most important.

  5. Ratios must be used to determine points allocated.

  6. A bidder that scores low on one item may still prequalify by scoring high on another item.
ALTERNATE 2: PASS/FAIL SYSTEM
Advantages Disadvantages
  1. Evaluators are not forced into a situation of deciding how many points to award: the bidder either meets minimum requirements or does not prequalify.

  2. The minimum requirements are set by the Facility. Every bidder meeting those requirements passes. The concept of a point grade is not used.
  1. Allows for only basic minimum requirements to be considered.
