- The highest-scoring bidders have no preference over the
bidders who meet the minimum score.
- The preestablished minimum point total for passing is
difficult to set. A low point total will allow most bidders to
prequalify; a high point total might not allow any bidder to
prequalify.
- The format is revised for every project; this requires
additional drafting and review.
- The points allocated for each topic must be weighed against
the total number of points to indicate which topics the Facility
deems most important.
