The University of California does not discriminate, on the basis of handicap, against any qualified handicapped persons by excluding them from participation in, denying them the benefits of, or otherwise subjecting them to discrimination under any University program or activity.

This policy was set forth in President Saxon's letter to the Chancellors et al., of July 25, 1977, and was revised by President Saxon in his letter to the Chancellors et al., of January 24, 1978.
The scope of this policy includes facilities accessibility; therefore, each University Facility shall ensure that its buildings are accessible to and usable by disabled persons (see detailed guidelines contained in the original and revised policy documents).
On July 26, 1990, the Americans With Disabilities Act Of 1990 (ADA) was enacted. The ADA is a federal civil rights law that serves as a comprehensive national mandate to eliminate discrimination against qualified individuals with disabilities in the areas of employment, public services, public accommodations, transportation, and telecommunications. For the University, provisions of the ADA pertaining to public programs, services, and activities became effective on January 26, 1992.
The University's nondiscrimination and other policies relevant to disability issues are in compliance with applicable ADA provisions as well as with Sections 503 and 504 of the Rehabilitation Act of 1973.
