Mail Pickup and Delivery

UCOP Mail Services picks up and delivers mail for UCOP offices in Oakland once a day, Monday through Friday. The schedule for pick up from and delivery to mail stops in UCOP buildings is as follows:

  • 1111 Franklin Building
    11:15 – 11:45 a.m.
  • Other Oakland locations: 1111 Broadway, 300 Lakeside (Kaiser Building), 415 20th Street (OSF), and 1333 Broadway (CIEE offices)
    2:30 –3:30 p.m.

Outgoing mail also may be hand carried to the UCOP mail room, 6315 Franklin. Afternoon deadlines for dropping off outbound mail are listed below.

  • 3:00: Outgoing UPS shipments
  • 4:00: Expedited packet to UCLA Financial Services
  • 4:30: Outgoing U.S. (metered) mail
  • 4:30: Outgoing FedEx shipments

U.S. Mail and Inter-Office Mail
Mail Services provides postage metering for outgoing U.S. mail. A valid, four-digit mail code (also called “billing number”) is required in the return address area for proper processing. Mail codes are required for items addressed to all campus and national lab locations including Continuing Education of the Bar (CEB) and the University of California Press, with the exception of “campus mail” to UCB, UCD, or LBNL. Mail to be included in the day’s outgoing U.S. mail must reach the mail room (6th Floor, Franklin Building) before 4:30 p.m. Large mailings require extra processing time.

Campus Mail
Mail codes are not required for “campus mail,” which is UCOP inter-office mail addressed to UCB, UCD, or LBNL. UC Berkeley Mail Services transports unstamped campus mail between the UCB mail services location in Berkeley and the UCOP mail room in the Franklin Building Monday through Friday, except on University holidays and UCOP closure dates.

Policy on Personal Mail
University policy prohibits the use of internal mail services for personal items: "No materials delivered through the University mail service shall: . . . be of a personal nature . . ." For the full policy, see B&F Bulletin BUS-65, section IV.5.d.

Incoming Third Class Mail
Vendor catalogs for non-business related items (e.g., apparel, entertainment, household, travel), addressed to University employees at their work addresses, are not delivered by Mail Services. Instead, such material is retained briefly in the mail room (6th Floor, Franklin Building) and then recycled.

Express Services

Outgoing Express Services:

  • Mail Services provides outgoing expedited parcel shipment via UPS. Please contact Mail Services to obtain the appropriate forms.
  • Mail Services collects and bundles rush items for UCLA Financial Services into one, daily, expedited shipment. Items must reach the mail room (6th Floor, Franklin Building) before 4:00 p.m. to be included in the day's shipment.

Incoming Express Services:

  • Mail Services provides central receiving and distribution for most incoming expedited envelopes and parcels (e.g., from FedEx, UPS, DHL, U.S. Postal Express) addressed to 1111 Franklin.
  • Expedited envelopes and parcels addressed to other Oakland locations are delivered directly to the addressee by the carriers. Packages must specify the addressee's name, department, and floor number.

Courier Services
Customers who require hand delivery or messenger service should contact a commercial agency, such as Modern Express Courier.

Recent Changes in Services
Discontinuance of Hand Delivery/Messenger Services:
Effective May 1, Mail Services will not be able to accommodate requests for special hand delivery to or pickup from outside locations. Customers who require messenger services should contact a commercial agency, such as Modern Express Courier. UCOP has used them in the past and found them to be reliable.

Elimination of Daily Berkeley Campus Run:
Effective May 1, the daily stops at University Hall and any special-request stops on the Berkeley campus will be discontinued. Alternatives are as follows:

  • Utilize campus (non-stamped, "interoffice") mail between UCOP and UC Berkeley locations, including LBNL (campus mail will be collected at and delivered to UCOP by the UCB mailing division)
  • Utilize expedited mailers such as Federal Express for rush items
  • Utilize commercial services such as Modern Express Courier for rush pickups and deliveries

Elimination of Daily Pickup/Delivery at University Press:
With the May 1 elimination of the daily run to downtown Berkeley, the mail stop at the University Press building will also be discontinued. Utilize U.S. mail, expedited mailers, or courier services to communicate between UCOP Oakland locations and the University Press. The Press is not serviced by the UCB mailing division, so campus mail is not currently an option.

Services Remaining Unchanged:

  • Campus (inter-office, non-stamped) mail between UCOP, UC Berkeley, LBNL, and UC Davis
  • Afternoon deadlines for outgoing UCLA Accounting packet (4:00 p.m.) and outgoing U.S. mail (4:30 p.m.)
  • Incoming Express Mail receiving and distribution for 1111 Franklin
  • Outgoing Express Mail services: 6th floor Franklin drop-off for Federal Express (by 4:30 p.m.) and daily outbound parcel shipment via UPS (by 3:00 p.m.)
  • Document shredding services
  • Retrieval and storage of records for offices at 1111 Franklin
