Sample Campus Approval Letter

When a project is within the delegated authority for approval at the campus level, the campus needs to prepare an approval document to record both the environmental document and the project approval, equivalent to the Regents approval of the environmental document and project design approval. Having a documented approval and date will enable the campus to file a Notice of Exemption or Notice of Determination, and have a shorter statute of limitations than would apply if there is no such formal decision.

There is no standard format for this action, but it should contain the following elements:

1. Project name and University project number
2. Project description: What is being approved?
  • Location
  • Site characteristics
  • Physical characteristics of the project
    Size in gsf/asf
    Height
    Uses
    Population
4. Applicable LRDP EIR Mitigation Measures
5. Environmental Summary
  • Environmental review process
  • Determination
  • Attach environmental document as appropriate
  • Findings as appropriate
6. Recommendation for approval by senior campus planning official

Approval action order:

  • Approve environmental document (if there is one)
  • Adopt and incorporate into project and make a condition of project approval all applicable mitigation measures
  • Adopt mitigation monitoring program (if applicable)
  • Adopt Findings (which include identification of location and custodian of Administrative Record)
  • Approve project

8. Copies to: campus representatives, OP Planning Design & Construction
