ACADEMIC VICE CHANCELLORS

 

Dear Colleagues:

 

Enclosed are the Academic Salary Scales for 2000-01, with pay rates effective October 1, 2000.  New salary scales are included for the Professional Research Series—Business/Management/Engineering, Fiscal Year (Table 16) and Faculty Fellow Researcher (Table 27).  The Postgraduate Researcher scale has been divided into two scales: the Student Postgraduate Researcher (Table 22) and the Non-Student Postgraduate Researcher (Table 26).  Two scales are included for librarians (Table 31 for Non-Represented Librarians, Table 32 for Represented Librarians).

 

These scales reflect the following application of range and parity adjustments:

 

A cumulative 3.0 percent parity/range adjustment was applied to Professor, Professional Research, and Lecturer SOE scales.  Please see the attached list showing all titles eligible for the combined 3.0 percent parity/range adjustment in 2000-01 (Appendix 1).  A larger increase is provided for the Assistant rank (approximately 3 – 4 percent) than for the Associate rank (approximately 2.8 - 3.5 percent) and Full rank (approximately

2.8 percent). 

 

The top and bottom of the salary range for each step in Table 15 (Professional Research Series, Fiscal Year) have been adjusted by the same percentages applied to the other Professor, Professional Research, and Lecturer SOE scales.  It is anticipated that over the next few years, all campuses will adjust salaries to the top of this range, at which point the range itself will be collapsed to a single rate.

 

Included in the overall state budget for the University is sufficient funding to return the salaries of Specialists in Cooperative Extension to equivalence with ladder rank faculty. 

 

Certain student academic titles (Teaching Assistants and Equivalents, Readers, Associates, Remedial Tutors, - Tables 20, 24, and 25) have been range adjusted by

2 percent.  For student employees in any of these titles who are exclusively represented, the application of the range adjustment is subject to the requirements of the Higher Education Employer-Employee Relations Act (HEERA).

 

Academic salary scales for Librarians, Lecturers and other Non-Senate Instructional Unit members who are exclusively represented are the subject of ongoing collective bargaining negotiations and will be published upon resolution of the negotiations.  A new salary scale for the title Faculty Fellow Researcher (Table 27) will also be published upon resolution of the negotiations.

 

All other academic salary scales have been range adjusted by 2 percent.  In addition to the 2 percent general range adjustment, the budget also included funding for a special augmentation for certain state-funded UC staff and non-Senate academic employees who are not eligible for the faculty market based parity adjustment.  Consistent with the Governor’s intent, this additional funding is being used primarily to improve the compensation of lower paid employees.  The special funding augmentation in addition to the 2 percent general range adjustment is distributed in the attached scales as follows:

 

·        An additional 2 percent salary increase for non-represented academic employees, whose annual salary rate is less than or equal to $40,000, in the following titles:  Junior and Assistant Supervisor of Physical Education, Junior and Assistant Specialist, Acting Junior ___ in the AES, Acting Junior Astronomer, Assistant Cooperative Extension Advisor, Academic Coordinator, non-student Postgraduate and Postdoctoral Researcher, Coordinator of Public Programs, and Continuing Education Specialist—University Extension. 

 

·        An additional 1 percent salary increase for non-represented academic employees, whose annual salary rate is above $40,000 and below $80,000, in the following titles: the Supervisor of Physical Education series, the Specialist series, the non-represented Librarian series, the Cooperative Extension Advisor series, Academic Coordinator, Academic Administrator, non-student Postgraduate and Postdoctoral Researcher, Assistant and Associate University Librarian, Coordinator of Public Programs, and Continuing Education Specialist—University Extension.

 

·        An additional 1.5 percent salary increase for Graduate Student Researchers and equivalent titles.  The 1.5 percent increases matches the recently provided increase for Teaching Assistants and equivalents, Readers, Tutors, and Remedial Tutors.

 

·        A special market-related adjustment, in addition to the general range adjustment, is being developed for Interns, Residents and related titles.

 

Off-scale salaries should receive the parity adjustment in the same manner as they are range adjusted.

 

Above-scale faculty are to receive the combined parity/range adjustment in accordance with the average faculty parity/range for Full Professors of 2.8 percent.

 

The thresholds, effective October 1, 2000, for salaries requiring Regental approval are listed in Appendix 2.
