CHANCELLORS:
VICE PRESIDENTS:
ACTING UNIVERSITY DEAN OF AGRICULTURE:
DEAN OF UNIVERSITY EXTENSION:
The attachment to this memorandum provides a procedure for withholding payment
of salaries of academic personnel if assigned duties are not performed due to an
unauthorized absence. This procedure has been reviewed by campus and
University-wide administrators.
The determination to be made in these instances is whether assigned duties
were performed and, if not, the duration of the period of unauthorized absence.
There is ample precedent for withholding salary payments when assigned duties are
not discharged; however, such withholding of salary payments is not a sanction
within the terms of the attached Regents' policy statement of December 7, 1966.
The use of sanctions is a separate matter from this procedure.
Adjustment of salaries of nonacademic personnel in comparable situations is
covered in Rules 6 and 25 of the Nonacademic Personnel Manual.
I am asking that you take the necessary steps to insure that all academic
appointees know of the existence of this procedure.
